Overall Project Support
- scoping and permitting roadmapping for new projects
- site selection for new projects to limit regulatory risks and support design parameters
- develop detailed permitting schedule and overall timelines, including critical milestones
- identify key regulatory items to be incorporated into the overall development and execution objectives of projects
- identify regulatory risks to be included in the overall project risk matrix
- estimate regulatory costs for all project phases to assist with capital planning, budget estimates and project funding requests
- provide regulatory expertise throughout the engineering design phases (conceptual, FEED, and detailed engineering) to ensure final design will meet regulatory requirements and approvals will notimpact operations from feasibility, operability and regulatory monitoring and reporting perspective
- provide input and assist in the management of technical and non-technical risks that could arise during the regulatory approval process
- provide regulatory compliance expertise and develop compliance programs for operating assets to ensure approval conditions and commitments are tracked and completed
- develop consultation strategy and support stakeholder engagement throughout the project approval process
- assist with regulator and government outreach and coordination through all project phases using well established and trusted relationship with regulators and government agencies
Regulatory Applications and Approvals
- provide regulatory expertise for preparing and filling applications with:
- federal jurisdictions – Impact Assessment Agency of Canada, Canada Energy Regulator, NAV Canada, Transport Canada, Canadian Nuclear Safety Commission
- provincial jurisdictions - Alberta Energy Regulator (AER), Alberta Environment and Protected Areas (AEPA), Alberta Utilities Commission (AUC), Alberta Transportation, Alberta Cultural Heritage Historic Resources Management
- applicable municipal authority
- manage engagement with regulatory agencies during the project consultation and execution phases
- coordinate the preparation of applications and associated audit documentation for approvals under EPEA, Water Act, Directive 056, 023, 065, Rule 007 and other
- identify and confirm whether the project requires an environmental impact assessment either at federal or provincial level and coordinate the preparation of required assessments and documentation
- assist with scoping, scheduling, and budgeting regulatory applications throughout the approval process, including supplemental information requests and amendment applications to existing approvals
- coordinate and supervise subcontractors (environmental consultants, construction contractors) for the development of environmental plans and reports (air emissions assessment and modelling, noise impact assessment, baseline pre-disturbance assessments, traffic impact assessments) and fieldwork execution
- assist with stakeholder engagement and required public and aboriginal consultation, management and resolution of potential statement of concerns, and possible hearings
- develop regulatory compliance plan for tracking and completing approval conditions and commitments

- develop framework and strategy for regulatory compliance, compliance gap analysis
- assist with interpretation and applicability assessment of current and upcoming policy and regulatory changes that could impact business and develop and implement strategies
